The highly programmed, unsubspected investigation notices pushed the Fangsing Sea, which had been at the front of China’s financial opening, into the political abyss.

The late investigation of Fang Xinghai, the Vice-President of the CSRC who left office in 2024, has proved once again that within the CCP system of power, retirement has never been a political security line.
At 62, Fang Sung Sea is not a traditional bureaucrat. He holds a doctorate in economics from Stanford University, worked at World Bank headquarters in Washington, United States, and is a small number of technical officials in the financial bureaucracy of the Communist Party with international education, international institutions and Chinese capital market regulatory experience. Upon his return in 1998, he entered China ' s construction bank, Galaxy securities, Shanghai Stock Exchange and Shanghai Market Financial Services Office, and was subsequently transferred to the Central Financial and Economic Leadership Group Office. However, professional competence is only a ticket to the power system and never a barrier to his institutional protection.
From voluntary initiative to open allegiance.
Fang is not just a technocrat who is in the business of professional affairs and who deliberately is far from the Communist Party. Instead, he had shown early a willingness to approach the highest power and to gain the trust of the organization through political statements.
Public information indicates that soon after Xi became the General Secretary of the CPC in 2013, Fang Xinghai wrote to Xi to express his desire to participate in national financial decision-making and contribute to the development of China ' s financial sector. He was subsequently transferred from Shanghai to Beijing, into the office of the Central Financial and Economic Leadership Group and worked on the financial and economic system led by Liu, then Director of Finance and Finance of China. After two years, he was promoted to the rank of Vice-President of the CVM and joined the rank of Deputy Minister.
The many statements made by Fang Singhai in past international conferences also show that he does not shy away from openly defending the political system of the Communist Party and the personal authority of Xi Jinping. In another open discussion with Western scholars, he criticized the serious problems of Western democracy, arguing that Western countries also needed political reform. Fong Singhai has tried to prove to the West that the CPC centralised model has long-term planning and implementation capabilities; He also tried to prove to Beijing that he was politically trusted, despite his overseas educational and international institutional background. However, his current situation showed that, in a system that did not recognize the borders of individual rights and where political loyalty standards could evolve, allegiance could only bring a phased value for use and could not provide for sustained and effective security.
Past loyalties will not automatically become today ' s amulet, which has once gained its highest value, nor will they be re-examined after the political environment has changed.
I think it's a dangerous signal to leave China.
The Wall Street Journal quoted informed reports that Fang Sae had sought to travel to Washington, D.C., before and after his retirement to hold a senior position at the World Bank, but that the application had been rejected by the Central Organization of the Communist Party. It was also reported that, before and after the rejection of the application, he was requested to submit to the CPC department a detailed account of his career. This requirement is seen by some informed persons as a signal of advance scrutiny of officials.
The British Financial Times also reported that Fang Xinghai had been subjected to restrictions on employment and exit from abroad since his departure. The official information has not so far indicated whether these arrangements are directly related to the investigation, nor has the available public information been sufficient to demonstrate that his application for a World Bank post was the reason for his investigation.
But this detail still has important institutional observation value.
Under the management system of the Communist Party of China, senior officials, even if they leave their former posts, cannot decide freely on their future careers as ordinary citizens. This is the most dangerous part of the Chinese Communist Party ' s logic of survival: no one can know exactly when normal behaviour will be re-incarcerated to political meaning.
The technocrats moved from “reform assets” to a preventive target
The investigation of the Fong-sung Sea is not an isolated incident. In recent years, the Communist Party has been expanding its efforts to launder banking, securities, insurance and financial regulatory systems in the name of anti-corruption and financial risk management. The former Chairman of the CSRC, Yen Yuen, and the former Deputy Director-General of the National Financial Monitoring and Management Service, Zhou Zhongqian, among other senior financial officials, were investigated. After Xi took power, the demands of the CCP for the financial and economic system have changed fundamentally. The primary responsibility of financial officials is no longer just to maintain market stability, improve regulatory systems or promote capital flows, but to ensure that financial resources serve the political security and national strategies of the CPC.
Against this background, international reputation, familiarity with Western markets and trust of foreign investors are not necessarily or purely political capital. Such officials have a greater professional judgement, a broader international connection and may also differ in policy advice from political guidelines. In a highly centralized environment, the stronger the technical capacity and the more international links, the more easily the subject of suspicion and protection.
The Fang Sing Sea was reused because the CPC needed him to explain China to international capital; The policy focus of the Communist Party has shifted from market opening to political control, and the internationalized technocratic route he represents could lose its original value. The Wall Street Journal saw it as a sign of further blow to China ' s economic reformers, noting that Xi ' s economic decision-making in the era of Jinping was increasingly organized around political loyalty and that the value of technical capacity in the bureaucracy continued to decline.
Faith without borders, safety without security.
Whether or not there is economic corruption, the transmission of benefits or other violations in the Fangsing Sea still needs to be more complete evidence. The short briefing by the Central Advisory Commission cannot be a substitute for an open investigation, let alone for a judicial trial. Any particular allegation should be based on verifiable evidence.
But the systemic problems revealed by the Fangsung Sea case do not depend on what he will eventually be charged with.
In a normal society of law and order, the question of whether officials are in conflict with the law should be determined by clear law, independent investigation and open judicial proceedings. Public officials may be investigated, but the investigative authorities must be bound by the law; Retired officials were free to choose new occupations and the State could not deprive them of freedom of movement and employment on the sole will of the organization.
The CCP disciplinary review and monitoring investigations are, however, the first of their kind a closed internal control procedure. The real warning of the Fong Sing Sea.
The experience of the Fang Sing Sea should not be merely summed up as a personal tragedy when the sea-regime official chose to return home. He has taken the initiative to enter the CCP bureaucracy, where he has taken power, gained status and has publicly upheld it. The political risks he faces today are part of the logic of the system ' s own functioning.
When the CCP needs professional staff, it can use the power of reform, development and national reporting to summon the elites abroad; When these people enter the system, professional competence must be subordinated to political power, individual choices must be subject to organizational arrangements and international experience must be subject to continuous review. Once values are lost or organizational trust is lost, past contributions, personal abilities and even open allegiances cannot prevent the political machine from reassessing and dealing with them.

This is not a story of an officer who has lost his or her position at once, but the fundamental law of survival in the Chinese Communist Party during Xi’s Jinping era: the safety of officials depends not on the rights conferred by law, nor on professional merit, but on the political judgement that the highest power and its organizational system may change at any time.
When power is not limited, there is no standard for what loyalty can accomplish; When investigations do not have transparent borders, no one can know when heavy fists will fall.
Fang Xinghai believed that professional competence, international experience and political allegiance could give himself a place within the CCP system of power. His fate now again tells the elites who still fantasize about institutions that the CPC can need your knowledge, curriculum vitae and international influence, but that does not mean that it will recognize your dignity, freedom and security.
In this political machine, reuse is only temporary and organizational control is the permanent reality.
