Sun Meua returns from Cao County to Beijing after 26 years: why the real name NetGreg governs the country can not find a woman

On September 8, the 58-year-old Beijing girl Sun Meua was taken back by relatives from Shandong Zhejiang County after 26 years of disconnection with her family. In April this year, the local media blogger "First Heart" found her in the countryside of Cao County, through video, memory clues and seeking volunteers to help find the family, and finally completed identity confirmation. A regime with national household identity, real name system, network management, video surveillance and big data system, let a Beijing woman disconnect in the country for 26 years, but finally relying mainly on netizens and volunteers to send her home, this is not a normal family story, but a naked governance failure.

26 years missing, exposed to state machine selective blindness

Sun Meua, who lived in Beijing as a young person, was able to speak English and write, and also retained the memory of Beijing's geographical names and family names. She lived in Cao County for many years, and eventually helped her reconnect the native family, not the public security disappearance population system, not the civil affairs rescue network, nor the women's association or grassroots network, but the ordinary netizens discovered the abnormal after continued shooting, spreading and comparing clues.

This 26 years of responsibility itself is a fact. Chinese grassroots governance can register every household, every person, every mobile phone, every accommodation, every ticket, without sending a long-standing disconnected woman back home.

The responsibility of the public security system: population management covers the country, but people are sought within local boundaries.

Sun Mewu has lost contact with Beijing, but has long lived in Shandong Cao County. A person can disappear across the province for 26 years, indicating that the demographic information between Beijing's original residence and Cao County belongings, the consultation of missing persons, identity verification and long-term tracking have not formed an effective closure.

The public security system has a large number of basic data such as the national population, identity cards, accommodation, travel, communication and real name, while stressing the ability to recognize faces and cross-regional consultation for a long time. Under such a set of high-intensity population management system, Sun Me Hua has still been omitted for twenty-six years, the question is not whether there is technology, but who these technologies serve first and prioritize what.

The state machine can be highly sensitive to netizens' "walls", advocates' march, dissidents' social relationships; for a woman who has long been disconnected and is clearly in a vulnerable state, but does not have the same intensity of proactive identification.

Civil affairs, women's unions, village networks: the grassroots touch reaches every family, but does not send her home.

Cao County towns, village-level organizations, civil affairs relief, women's unions, grass-roots health care and grid systems are originally the most intensive grass-roots touchpoint of the Communist Party of China.They can handle household, marriage, low insurance, mental health, key personnel and public security risks, but have not completed the effective restoration of Sun-Mei Chinese identity and family relations for a long time.

Public information shows that after being discovered by netizens, she was able to tell Beijing's local names, family names and some past experiences. These are not clues that require national-level reconnaissance technology to obtain, but are eventually stacked by ordinary netizens.

This contradiction explains that so-called "networked governance" is not equivalent to the ability to provide public services. The net can be a cornerstone of stability and can also be an instrument of administrative control, but if a disconnected woman has not been sent into an effective family search and protection procedure for more than twenty years, then this net is not the basic safety of ordinary people.

The event was just seen, and the continental platform began to make it disappear.

After Sun Me Huang returned home, the incident spread rapidly on microblogging, new wave, networking, red book and other platforms; subsequently, a large number of articles, videos and search results began to decrease, and the relevant content of the "initial minds" of the seekers were also deleted or difficult to retrieve. 26 years of disconnect has not been actively discovered by the national system, but 26 years later social interrogation quickly entered the content clearance.

The political function of this approach is very clear: once the public starts to keep pursuing where she has lived for 26 years, which institutions have contacted her, how demographic information is registered and why it is not retrieved, individual cases quickly escalate into institutional responsibility issues. The removal of posts is not about solving Sun’s problem, but about cutting down the capacity of society to form a chain of responsibility.

The information governance of the Communist Party of China has long been this: individual cases can appear for a short time, but cannot continue to develop into institutional accountability; tragedies can be consumed, responsibilities can not be discussed organized.

The chain of responsibility cannot be cut off by the four words "searching for success"

This incident leaves at least five clear levels of responsibility:

• Beijing local public security system : bear the responsibility for disappeared population information, identity tracking and cross-regional consultation;
• Cao County local public security organs : bear the responsibility for people's identity verification, public security management and long-term abnormality identification;
• Cao County towns, villages and networking system : bear the responsibility for long-term resident people's discovery, information registration and abnormality reporting;
• Civil affairs and women's union system : bear the responsibility for vulnerable women's rescue, identity restoration, family contacts and rights and interest protection;
• Continental Internet platform and its censorship chain: weaken social supervision after incidents trigger public prosecution by deleting posts, retrieval and content

This is not an abstract “social tragedy”, but a chain of complete responsibility from grassroots population governance to public opinion control. For 26 years, the state system has not sent Sun Meua home; after the events were exposed, the state-controlled information environment quickly began to disappear discussions.

The strongest of the Communist Party is to control the population, not to protect the population.

The most impactful place of Sun Meua incident was in a country that claimed to have the world’s leading social governance capabilities. Chinese people handled mobile phone cards, bank accounts, car tickets, hotel accommodation, social accounts were asked for real names; universities can even track the length of time students use overseas platforms; public security and network communications systems can position key people across the region.

A regime that can know exactly who is saying what on the internet, but for twenty-six years doesn’t know where a disconnected woman should go back, is not a lack of ability, but a choice for the use of power.

The central goal of the CPC governance system has never been to prioritize the safeguarding of personal freedom and dignity, but to safeguard order, organizational control and political security.26 years of disassociation, Sun Me Hua embodied this system in the life of a person: she was missed by the state system for twenty-six years, and really brought her back to the public horizon, was an ordinary person.

Home is not the case, 26 years of responsibility can not disappear with hot search

Sun Meua has returned to Beijing, which is the most important humanitarian outcome of the event, but not the end point of responsibility.26 years of life trajectory, identity registration, grassroots contact records, rescue records and population management nodes should all be continuously pursuing responsibility.

One can finally go home, can not replace the national system to take responsibility for the twenty-six years of default. Moreover, it is not possible to let the deletion of the story again into unsearchable, untraceable, unquestionable personal encounters.

China is not accusing the archives of a “miracle-seeking,” but of a highly controlled country’s most sharp systemic contradiction: It has the ability to include everyone in management, but not everyone in protection.
