International Civil Society Alliance published an interview with Frances Hui of Hong Kong exiles. She referred to the case of Wong's brother in prison facing new “collaboration with foreign forces” and the pressure placed on exiles to maintain contact with their family and friends in Hong Kong. The key to this interview was not to re-create sentenced activists as abstract political symbols, but to point out that the national security system was turning “who maintains contact with people abroad” into a deterrent.

Huang Noboa has served his sentence continuously in several cases since

In an interview with CIVICUS, Xu Yong-ting described the possibility that Hong Kongers may be under pressure because of their open contact with outsiders. She notes that the Hong Kong authorities use security laws and wanted, suspended red, etc. to send strong signals to overseas people that they may be targeted if they are cut off from exiles. There are two different levels of harm — one is criminal sanctions for political expression in the country; Second, the chilling effect of requiring families, friends and social relationships to break themselves up.

The Hong Kong Police and the Government have generally maintained that the national security enforcement is only directed at acts that are detrimental to national security and does not impede normal communication. But what is really worth asking is predictability: how does an ordinary person know about an open interview, a commemorative event, and sharing news with friends abroad, when will it be interpreted as political collaboration? If the judgement is based on information that is not publicly available and broad political criteria, it is impossible for the population to plan its daily life on the basis of a reasonable legal opinion.

In September 2019, Huang Noboa presented a public statement of Hong Kong's political aspirations to the United States Congress, a live photo of the incident and The Public Post of the Congress Foreign Affairs Committee is still available. The public lobbying then was part of a transnational political initiative, and these acts, which were normally reported by the international community, now risk re-entering the national security litigation. The value of historical information is here: it shows how the legitimate public expression of a society changes its borders, rather than simply presenting the face of a certain eminent person when he or she was young.

The author of the long-standing interest in Hong Kong civil society, Lion Yama, believes that the most hidden cost of transnational repression is not the wanted announcement itself, but rather the people who are beginning to take the initiative to delete the address book, refuse to visit and avoid public signature. If every person who remains in Hong Kong must take an uncertain criminal risk to the words and actions of his or her exiled friend, the security services have achieved social isolation that can spread without a formal prosecution. The investigation of such mechanisms should keep track of specific charges, access rights, communications restrictions and encounters with relatives, rather than using “determining by the National Security Law” as an inexplicable slogan.

The overseas government may issue a statement or organize a meeting. But the real test of the new case is whether international public records can be a continuous oversight: every indictment, court decisions, health information in prison and retributable testimony about harassment by relatives is more powerful than repeating “concerning freedom in Hong Kong”. The 2019 images of Huang's speech in the National Assembly and the 2026 law documents in prison are now seven years apart from the rapid contraction of the political space for Hong Kong's citizens.
