On June 6 and 10, 2025, the police continued to interfere with villagers' land rights in the village of Shikoku Shikoku Town Village.X account "Yesterday" released on-site video showed that villagers had a fierce confrontation with the police; the post said that Shikoku Town dispatch director Yuan Shikoku was dispatched twice, a 98-year-old man was also involved in the scene, and several villagers had previously been arrested for rights defense.
This is not a sudden police conflict. The rights of the villagers of the villages have been defended since at least 2024.The villagers point out that the local government has named the land with the construction of the resettlement project, and the actual interests involve the mining of marble, and therefore continues to block the construction and demand an explanation of the use of the land. By June 2025, the original dispute around land, resettlement and resource development has entered the stage of direct intervention by the public security forces at the grassroots level.
The Central Ecological Environmental Protection Inspectorate's letter-to-visit processing material, published by the Hunan Ecological Environment Department in 2024, provides an important official background for the dispute. The document clearly records that the village of Hunan has a resettlement building project and plans to build 93 resettlement houses with a total building area of 56446.6 square meters, the relevant procedures have been completed and are being landed. The same material also involves local mining activities, land base decline, house wall rupture and land use.

These public records indicate that the village has long been in the intertwined environment of mining development, residential resettlement and land interests. Villagers further raised the allegation of "land designation by name of the resettlement project, practically for the development of marble", the current public government documents are not sufficient to prove this complete chain of interests alone; but the resettlement project, land designation and local mining development problems themselves, have been officially documented.
What really needs attention is how an administrative dispute around land use, compensation, project approval and resource interest handling should be gradually transformed into a police-led on-site settlement.
The local government is the promoter of the project, and the villagers are the direct stakeholders of the land rights and compensation arrangements. When the disputes between the two sides cannot be resolved for a long time, the public security forces enter the village, the power relationship has changed fundamentally: the government has not only the project approval and administrative resources, but also the force of force on the spot. The villagers are faced with not only a land case, but a governance system composed of administrative power and police power together.
Yuan has thus become one of the specific nodes of responsibility in this incident that can no longer be covered by the four words "related departments".
Another X material directly lists Yuan Hye-chun as the responsible person in the big group village incidents. The relevant account of the Chinese human rights accountability database says that Yuan Hye-chun is the current head of the Stonehenge town mission, and refers to the fact that he has led the police to dispose of the rights of villagers. The record belongs to the civil human rights accountability material, not the court judgment, but it implemented the original abstract "police intervention" to the specific responsible.
The public information of the Hunan Provincial Public Security Administration can also confirm that in 2019 in the province's "10 best drug-seeking civilian police" candidate list, once listed one with the same name Yuan Hishun, the position of the "New Zhejiang County Public Security Bureau anti-drug brigade deputy captain".

External human rights agencies have long described the Xi Jinping period as a stage of high concentration of political power, a continuous shrinking of civil society and collective action space.In the case of grass-roots events such as the Big Bang Village, these macro-judgments are ultimately implemented as a very concrete reality: local governments have project approval and administrative resources, public security organs have the force on the spot, and ordinary villagers can use independent supervision, social organizations and public dissemination resources are far limited.

The name of Yuan is important not because the head of a grass-roots mission can bear the responsibility of the whole system, but because any system must eventually be implemented through specific people. During Xi Jinping's period, the party emphasized the absolute leadership of the political law system and social stability, and in the grass-roots society, the abstract power structure is manifested as a single police, a single on-site control and a specific law enforcement decision.
It records how land, projects, mining interests, executive power and public security coercion overlap in the same village, but also records a long-standing reality in Chinese grassroots governance: When local development goals conflict with villagers’ land rights, the state machine has far stronger organizational resources and coercion than ordinary villagers.
The live video of June 6 and 10 turned this power gap into a visible picture, and the name Yuan Hye-chun left the conflict a concrete responsibility node that could continue to be recorded.
