For democratic systems, the key risks are not only espionage in the traditional sense, but also continued pressure on freedom of expression, security of expatriates, the electoral environment, public discourse and political participation.

China believes that the Communist Party under Xi Jinping has further concentrated a single party leadership, political control, a public information system, national security, industrial policy and overseas influence tools in the same power centres. China’s comment that Xi’s recent model of Chinese government is not just a domestic political issue. The extension of party power abroad through intelligence, public security, general warfare, networks and economic instruments directly engages with democratic States in terms of sovereignty, the rule of law and the free borders of citizens. The resulting criminal prosecution, anti-foreign intervention legislation, supply chain restructuring and security reviews in a democratic State are not an incidental response to a single event, but rather the establishment of a systemic line of defence against long-term accumulated risk.
