In the first half of 2026, the national disciplinary inspection supervision organs filed a total of 53.8 million cases, punished 41.2 million. Among them, the current or former secretary of the village party branch, the head of the village committee filed cases of 5.4 million, the provincial ministry level and above cadres filed cases of 50 people. In the same period, the national disciplinary inspection supervision organs criticized education and dealt with 84.3 million times, and another 1.9 million bribes were filed, and 38 were transferred to the prosecutor's office.
Officials package this set of digital as the result of the "profound anti-corruption struggle" but half-year investigation of the 54,000 village cadres, has itself constituted a huge counter-proof to the CCP grass-roots governance system. A claim to have a strict organization system, covering the country's disciplinary supervision network, and continues to carry out a decade high pressure anti-corruption regime, still in the six months to find such a huge grass-roots corruption group, explaining the problem has long gone beyond the scope of individual cadres moral degradation, but is closely related to the source of power, supervision structure and political system itself.
In the rural power structure of China, the secretary of the branch of the village party and the head of the village committee, although the administrative level is not high, but has a large amount of resources directly related to the daily life of the villagers. Land collection, house base distribution, low-assurance qualification, emergency housing transformation, pension subsidies, agricultural funds, collective asset rental, rural project bidding and land acquisition compensation, etc., are often organized at the village level. For ordinary farmers, the governor, county chief may be far from accessible, and really determine their real interests, it is the secretary of the village, the village and the village party committee behind the director.
This distribution of power forms an extremely dangerous structure: the village cadres have the right to allocate resources, the town party committees have the right to discharge and political control, while the ordinary villagers lack the right to truly effectively disqualify, the right to know and the right to independent supervision. The nominal village self-government, under the full leadership of the party organization, has been severely vacillated. The village committee is not an autonomous body that can independently represent the interests of the villagers, but is incorporated into the administrative end of the grassroots organization system of the CCP. The secretary of the village party branch is often superior to the village committee, and major matters are decided by the party branch, so-called villagers' meetings and village affairs are made public in many regions.
It is in this institutional environment that wealthy villages and poor villages form different forms of corruption. Coastal villages, industrial villages and land demolition areas, village cadres control tens of millions or even hundreds of millions of yuan of collective assets, land development, factory rental, old village transformation and engineering construction become the main channels for the transportation of profits. In some places the phenomenon of ethnic forces long-term holding villages, rotating relatives as cadres, engineering projects priority to family members, the public power at the village level is privatized, familyized.
In poor villages with lack of land development and collective economy, corruption is more manifested as direct plunder of vulnerable groups. Emergency reform subsidies, public welfare forest compensation, low insured positions, pension subsidies, drinking water engineering and road construction funds, the amount may only be thousands or tens of thousands of yuan, but is often the life-saving money for poor farmers to sustain. Grass-roots cadres benefit from the population with the least resistance through false information area, false lists, counterfeit subsidies, low compensation or withdrawal funds. This type of "flower corruption" amount is not necessarily huge, but its social damage is not lower than the billion corruption of senior officials, because it directly deprives the subsistence resources of the low-roots people.
The Chinese Communist propaganda has long interpreted grassroots corruption as “shaking the ideals of a minority of cadres” or “thin discipline consciousness,” and this interpretation deliberately avoids the most central question: why can grassroots cadres so easily turn public power into a tool for private gain? The fundamental reason is that power is not truly granted by villagers through free and fair competitive elections, nor will it be effectively removed because of the loss of villagers’ trust. Village cadres are first responsible for the upper party committees, not for villagers; as long as they can maintain local stability, complete upper-level tasks, obey party organization arrangements, whether or not villagers’ rights are truly respected, often does not constitute a decisive factor for their political survival.
In this system of power from top to bottom, supervision is also controlled within the same set of organizations. Villagers report village cadres, material is usually passed through the township discipline committee, county level discipline committee or letter visit system, and the reporting and investigators are often part of a local party policy network. Local party committees both lead village level organizations, and lead discipline, public security, courts and prosecutors. The so-called supervision is not an external constraint of independent power over administrative power, but an internal control of the party's upper level over the lower level. The extent to which reporting can file, when investigate, and investigate depends ultimately on the political judgment of the party organization.
This also explains why some village cadres have been able to seize collective assets for a long time, withhold subsidies, and even remain secure after villagers report for years. Only when the case is discovered by a surveillance team, involves factional cleansing, triggers major public opinion, or is included in special anti-corruption actions, can the person involved be suddenly investigated.
Half a year after the execution of 54,000 village cadres, it cannot simply be understood as the "outstanding achievements" of the Central Committee. Instead, this figure exposes the large-scale, long-term and structural corruption risk of the CCP grass-roots governance system. If a system can only rely on continuously grabbing people to maintain order, but cannot prevent corruption through open finance, freedom of the press, judicial independence and real elections, the more people are executed, the more the system itself fails.
The official article claims that the big data network will make grass-roots corruption "no shape". but technical supervision can not replace political supervision. data system by who grasp, abnormal clues, whether the results of the investigation are public, is still decided by the party government organs. no independent media continuous interrogation, no judicial organs out of the party committee control, no villagers real election and dismissal rights on cadres, more advanced data platform can only become a tool for the upper control of the lower level, and can not automatically transform into citizen supervision.
The fundamental limitations of CPC’s anti-corruption are here: it can punish corrupt officials but not allow society to form an independent supervisory force; it can require cadres to obey discipline but refuse to allow power to be authorized by the people; it can publish tens of thousands of penalties without publicly explaining why, after more than seventy years of its monopolistic political power, grassroots corruption still grows like grass.
From this perspective, the 54,000 village cadres were checked, not to indicate that the grassroots governance of the CCP is moving towards clarity, but to indicate that under the one-party dictatorship, the grassroots power has long lost its true public attributes. Village cadres are not public agents effectively constrained by the villagers, but the party state machine is the ultimate executor in rural society. When the source of power is not votes, and when the power is operated without the supervision of independent justice, free media and citizen organizations, corruption is not just an accidental discovery, but becomes the inevitable result of the continuous replication of the entire system.
The Central Disciplinary Commission can execute 54,000 people within half a year, or even more in the next round of anti-corruption operations, but as long as the CCP continues to monopolize power, control justice, suppress the media and deprive citizens of the right to real political choice, new villagers corruption will continue to emerge.
