The President of the Republican Party of the United States House of Representatives, on 23 September, wrote to the Treasury Department and the IRS, requesting an investigation into a group of tax-free organizations associated with the United States technology entrepreneur Neville Roy Singh (Neville Roy Singham) network of funds, focusing on the verification of whether these groups had restricted the flow of political activities and foreign interests of tax-exempt agencies in violation of United States tax laws. The actions currently fall within the scope of the request for parliamentary oversight and investigation and do not amount to a finding of a violation by the Ministry of Finance or the IRS.
The two chairpersons of the Committee focused their investigation on tax-exempt eligibility and financial flows
In his letter, John Moolenaar, Chairman of the Special Commission on Strategic Competition in the United States and China of the House of Representatives, and Jason Smith, Chairman of the Committee for Fund-raising, stated that they were concerned about whether some tax-exempt organizations had access to funds from the United States Endowments Fund, non-profit entities and other intermediaries and were used to influence public issues in the United States. In particular, they included in the survey local protests built in the recent period around the artificial intelligence data centre, suggesting that the organizations concerned might have facilitated the dissemination of information consistent with China ' s interests.
These are the current allegations made by the two members of Parliament and their committees. The public information has not shown that the Ministry of Finance or the IRS have made a tax violation finding, nor has it shown that the Ministry of Justice has therefore brought new criminal charges against Singham himself.

Congressional investigation has been upgraded from correspondence to subpoena this year
This is not the first time that the United States Congress has pursued a related funding network in Singham. The House Committee on Fundraising announced in July this year that summonses had been sent to BreakThrough News, Tricontinental: Institute for Social Research and The People's Forum, stating that these institutions had not previously responded adequately to the Committee's requests for funding and financial support.
The Commission also held hearings in February on foreign influence and non-profit organizations in the United States and in April requested the Treasury and the IRS to review the eligibility for tax exemptions of some organizations. The new letter of 23 September was a further step on the basis of these surveys, with one of the additional focus being on the artificial intelligence infrastructure dispute. The Commission stated that organizations associated with the Simham network were involved in several state campaigns for data centre construction and that it was felt that there might be foreign influence.
The United States Congress Commission has the power to monitor and issue summonses, but the political or investigative judgement it makes cannot automatically substitute for a final factual finding by a tax authority, law enforcement agency or court. Whether the organization violated the 501(c) exemption requires specific evidence of the use of funds, the control relationship of the organization, the nature of political activities and the application of tax laws.

Singham has long denied command by the Chinese Government or the Communist Party
Singham is one of the founders of ThaughtWorks, who sells his company's shareholdings and invests a great deal of personal wealth in the relevant institutions of politics, the media and social movements. He has lived in Shanghai in recent years. The 2023 New York Times survey revealed that many of the overseas organizations he funded had links with the official Chinese media, propaganda agencies or pro-Chinese Communist Party groups at the personnel, office space and activity levels.
Singham publicly denied the charges. In a full statement, he stated that he did not work for the Chinese Government, the central propaganda department of the Chinese Communist Party or the Communist Party of China, nor did he accept its instructions or funds, and that his donations came from the proceeds of the sale of enterprises and personal investments. He also denied any violation or misconduct.

From a legal point of view, a pro-Beijing view, opposition to data centres or political protest by an American non-profit organization cannot in itself prove that it is controlled by foreign Governments. If a parliamentary investigation is to be further transformed into a tax sanction or a criminal case, it will be necessary to prove that there is a specific link between funds, organizational control, agency or illegal political activity.
On the other hand, the reasons given by the Congressional Committee for the inquiry were not based solely on the opinion. The public information indicated that the Commission was tracking the way in which funds from Singham entered tax-free organizations in the United States, the personnel and financial links between the organizations concerned and whether those entities accurately disclosed their activities and sources of funding under tax laws.
The 23 September move thus pushed a political impact dispute that lasted for several years into more specific regulatory procedures: whether the Ministry of Finance and the IRS accepted the request for an investigation, whether they initiated a formal review, whether the documents obtained by summons proved to be in violation of the law, will determine whether the incident remains at the level of a parliamentary political accusation or whether it goes into administrative enforcement or judicial proceedings.
