The official name of Song Templebao, a citizen of Donning City, in the city of Dong Ning, Heilongjiang, reported to the Public Security Department and the Traffic Police Brigade in Dong Ning City that they owed the former Dong Ning International Travel Agency (TINIT) $7,200 for travel to Russia in 1996 and 1997, respectively. Song Templebao claims that he has made several reminders for almost 30 years and that he has not yet returned the money; After reporting to the official name of the Provincial Commission of Heilongjiang, the matter remained unresolved.

$7,200 is not a big deal to put on today. The real anomaly is time: how can one be chased for nearly 30 years when one of the institutional tourism consumption took place in the 1990s? If there were any public services that received travel agency services in the year, who was involved in the travel to Russia, who signed the trip, why were the fees not paid and at what level did the reminders stop? An old bill for the public security, traffic police and travel agency

In its submission, Song Templebao wrote that the Public Security Department of Dongning City and the Traffic Police Brigade had owed the former Dongning International Travel Agency travel expenses to Russia in 1996 and 1997, respectively, for a total cost of $7,200 for two years.

Dongning is on the border between China and Russia. In the 1990s, border tourism and cross-border movements were active, and the route to Russia was one of the important operations of local travel agencies. According to Song Templebao, this cost was incurred during this period.

The problem has not since disappeared over time. Song Templebao claims that several calls for arrears have been made to the relevant units for 30 years, but has been refused. In his report, he directly criticized the East Ning City Public Security Department and the traffic police force for “eating the cards and ignoring the interests of the population” and requested a higher authority to investigate.

The report does not point to a subject that has been withdrawn and cannot be traced. The East Ning City Public Security Bureau still exists today, and the traffic police department continues to assume local road traffic management functions. The most striking part of the report was the contrast between the amount and the time.

But Song Templebao described a recovery that had lasted almost 30 years: public security, traffic police, money-calling, a tour of the report, and then back to the public account.

For the public security organs that have administrative resources, it is difficult for an ordinary person to ask himself to make public the internal financial records of decades ago. That is the very point of the monitoring mechanism. When the subject of the report is itself a law enforcement authority, the responsibility for the investigation cannot be simply pushed back to the whistleblower, allowing the individual to repeat the same matter over and over a long period of time.

Nearly 30 years have passed, and $7,200 was not the hardest part of this quest. It is true that one citizen has spent the last half of his life asking questions about old accounts of the public security organs and traffic police, and, after a series of reminders and reports, why this question has to be re-examined in public today.
